Decree No. 2-13-874 approving Morocco's thermal building code (RTCM)
In short
Decree No. 2-13-874 of 15 October 2014 approves Morocco's thermal building regulation (RTCM), the general building regulation setting energy performance rules for new residential and tertiary buildings, and creates the National Committee for Energy Efficiency in Buildings. Summary
Adopted under planning law 12-90 and article 3 of energy efficiency law 47-09, the decree applies to new residential buildings (housing above 80% of floor area) and tertiary buildings (public facilities, tourism, health, education, commerce, services), and excludes existing, agricultural, craft, industrial and storage buildings and buildings with special indoor conditions; the regulation also excludes rural individual housing. Morocco is divided into six climate zones based on heating and cooling degree-days from 37 weather stations over 1999-2008. For each zone and building type there are two routes: a performance approach setting maximum annual heating and cooling needs in kWh per square metre, computed by simulation with 20 °C winter and 26 °C summer set points, and a prescriptive approach setting maximum U-values for roofs, walls, windows and floors on stilts, a minimum thermal resistance for ground floors and a maximum solar factor for glazing, graded by the window-to-wall ratio (TGBV) up to 45%; above 45% only the performance approach is allowed. A technical sheet signed by the designer states the project's values against the limits.

Frequently asked questions
Does the RTCM apply to single-family houses?
Yes, for new houses, except rural individual housing which the regulation excludes. The designer chooses the prescriptive or performance approach and signs the technical sheet attached to the permit file.
Does the RTCM apply to renovations?
No. Buildings existing before the decree took effect (November 2015) are excluded, as are works on them, although the zone values remain a useful benchmark for energy retrofits.
