Decree No. 2-12-666 approving the seismic code for earth buildings (RPCTerre 2011 and RPACTerre 2011)
In short
Decree No. 2-12-666 of 28 May 2013 approves Morocco's seismic code for earth construction: rammed earth (pisé), adobe, compressed earth blocks, cob, wattle-and-daub and stone masonry laid in earth mortar. The code has two parts: RPACTerre 2011, a good-practice guide for owner-built houses that do not require an architect, and RPCTerre 2011, a design code for architects and engineers.

Summary
Published in Official Bulletin No. 6206 of 21 November 2013 and in force six months later, the decree divides the territory into five seismic zones, read since Decree 2-24-767 of 22 October 2024 from the municipality table of the RPS 2000 code. Both parts share the same limits: one storey in acceleration zones 4 and 3, two storeys in zones 2, 1 and 0; one storey everywhere for vital buildings; load-bearing earth walls no higher than 4 m (one storey) or 6.5 m (two storeys); no earth construction on soft or expansive soils, marshes, flood or landslide areas, shallow water tables or within two kilometres of a known active fault. The RPCTerre has eleven chapters: scope, objectives, design philosophy, seismic behaviour, building types (rammed earth, adobe and cob, stone), seismic analysis with three building classes, general design rules (simple symmetrical plan, walls at least 0.40 m thick, openings no wider than 1.20 m and at least 1.20 m from corners, tie beams at every floor), strengthening, foundations and protection against water.
What it changes for your project
| Project type | What applies |
|---|---|
Project milestones : Geotechnical survey (Terrain, foncier et faisabilité) · Detailed design (APD), calculation notes and consultants' drawings approved (Avant-projet détaillé (APD) et premières études techniques) · Structure designed and approved by the inspection body (Études d'exécution) · Columns and walls of the level accepted (each level) (Gros œuvre en élévation et mise hors d'eau) |
Project milestones : Geotechnical survey (Terrain, foncier et faisabilité) · Detailed design (APD), calculation notes and consultants' drawings approved (Avant-projet détaillé (APD) et premières études techniques) · Structure designed and approved by the inspection body (Études d'exécution) · Columns and walls of the level accepted (each level) (Gros œuvre en élévation et mise hors d'eau) Guides : Procédure d'autorisation de construire au Maroc : étapes, commissions et délais légaux |

Frequently asked questions
Can I build a two-storey rammed-earth house in Morocco?
Only in seismic acceleration zones 2, 1 and 0; in zones 4 and 3 earth houses are limited to one storey. Load-bearing earth walls may not exceed 6.5 m in height for two storeys.
Does the RPS 2000 apply to earth buildings?
No. Traditional earth, straw, wood, palm or reed structures are exempt from the RPS 2000 and follow the RPCTerre or RPACTerre instead, which since 2024 use the same seismic zoning table as the RPS.
