Site utilities for a house in Morocco: drainage, manholes, boundary wall and gate, 2026 costs
By Yassine AT-TARASSI, architect · Updated on · Reference texts (9)
Drainage pipes, manholes, connections, boundary wall and gate: site utilities are often left out of the budget although the building cannot be used without them. Here are the 2026 prices from the CITURBAREA simulator for a house, a villa and an apartment block, what changes for a subdivision and a public-facing building, and what the architect checks before trenches are backfilled.
In short: according to the CITURBAREA simulator (version 2026-10, run on 23/10/2026, Kénitra), the drainage network of a 150 m² terraced house costs about 11,000 DH excl. VAT (Ø200 PVC pipe at about 240 DH per metre, manholes at about 2,020 DH each). For a detached villa on a 300 m² plot, add the masonry boundary wall (about 1,220 DH excl. VAT per metre) and the gate: about 108,000 DH excl. VAT of external works, i.e. about 129,000 DH incl. VAT with a contractor. Connection charges require a separate quote from the local utility operator.

Disclaimer: published costs are indicative outputs of the CITURBAREA estimator (October 2026 version), not binding quotations, technical designs or compliance certificates. Apartment buildings and public-use facilities require project-specific drawings, specialist studies, applicable regulations and contractor quotations.
What the price includes, and what it excludes
Site utilities (VRD in French: roads and services) are the works outside the building, on the plot. The CITURBAREA simulator prices:
- the plot's drainage network (package 22): foul and surface water pipes, inspection chambers, connection chamber at the boundary;
- the boundary wall and gate (package 23).
Not priced: connection fees charged by the utility (water, power, sewerage), which vary by city; water, power and telecom trenches up to the meters when the utility does not dig them; on-site wastewater treatment (septic tank); paths, paving, parking and landscaping. The simulator only adds, in the budget's ancillary costs, a connection allowance of about 13,000 DH for a house and 65,000 DH for a block (benchmarks from March to June 2026, low reliability, VAT basis not stated): only the utility's quote counts.
What do site utilities and boundary walls cost in 2026?
Installed selling prices excl. VAT, Kénitra regional factor; simulator range in brackets:
| Item | Unit | Price excl. VAT (DH) |
|---|---|---|
| Ø200 PVC drainage pipe in trench, sand bed | lin. m | 240 (185 to 330) |
| 60 × 60 manhole with cast-iron cover | each | 2,020 (1,660 to 2,460) |
| 2.20 m masonry boundary wall on strip footing, rendered both sides | lin. m | 1,220 (970 to 1,590) |
| Metal gate and side gate, installed | each | 16,000 (9,000 to 28,000) |
Method note: CITURBAREA simulator, version 2026-10, run on 23/10/2026, prices excl. VAT rounded to 5 DH (10 DH above 1,000 DH, 1,000 DH for the gate). The manhole rests on an undated item price; the gate is an engine assumption, as no published price was found; the pipe is calculated from a Ø200 PVC tube recorded in October 2026. The wall height in the engine is an assumption: the plot's zoning regulation may set another.
Rounding: amounts excluding and including VAT and quantities are each shown after rounding, so the product of the visible values may differ from the total by a few dirhams. Contract calculations must start from unrounded quantities and unit prices.
Key figure: in October 2026, in Kénitra, the CITURBAREA simulator counts about 240 DH excl. VAT per metre of Ø200 PVC drainage pipe laid in a trench and about 1,220 DH excl. VAT per metre of rendered masonry boundary wall, with a contractor; these are calculated prices, excluding utility fees.
| Case (Kénitra) | Drainage excl. VAT | Wall and gate excl. VAT | Total excl. VAT |
|---|---|---|---|
| 150 m² R+1 terraced house (19 m of pipe, 3 manholes) | 11,000 DH | — | 11,000 DH |
| Detached 150 m² R+1 villa on 300 m² (27 m of pipe, 3 manholes, 65 m of wall, 1 gate) | 13,000 DH | 95,000 DH | 108,000 DH |
| 1,200 m² R+4 block, terraced (26 m of pipe, 6 manholes) | 18,000 DH | — | 18,000 DH |
Method note: CITURBAREA simulator, run on 23/10/2026, general contractor, amounts excl. VAT rounded to 1,000 DH. Lengths are calculated by the engine from the plot (take-off assumptions), to be replaced by the site utilities drawing.
On the villa, the boundary wall alone is about 79,000 DH excl. VAT: the largest external item. To test your plot, estimate your project with the plot area and party walls.
Supply benchmarks from the CITURBAREA materials library (recorded in June 2026): 6 cm interlocking pavers at 65 to 95 DH/m², 8 cm (vehicle) pavers at 95 to 145 DH/m²; 2 to 3 m aluminium swing gate at 3,500 to 6,500 DH; 3 m wrought-iron gate at 8,500 to 18,000 DH. VAT treatment not confirmed: these prices are not directly comparable with an installed price excl. VAT. To compare pipes, manholes, pavers and gates, open the materials library (free account).

For an apartment block or a small subdivision
R+4 apartment building: a feasibility estimate, not a bill of quantities. The amounts shown come from a simulation scenario (1,200 m², 11 flats, Kénitra, parameters of 23/10/2026). Before any investment decision, the client needs a fixed brief, a preliminary take-off per trade, soil and structural studies, utility connection conditions and the requirements of the competent services, a contingency allowance and comparable quotations. Items already included in one package must not be added a second time.
For a 1,200 m² terraced R+4 block, the plot network stays modest (about 18,000 DH excl. VAT); what weighs is the collective connections (the simulator allows about 65,000 DH, a low-reliability benchmark), the risers and meters required by the utility, and access. Decree 2-11-246 (article 6) requires collective housing to be reachable by a practicable route, and its article 2 sets the nature of that route (firm surface, free of obstacles).
For a small subdivision, site utilities change scale and legal regime (Law 25-90, consolidated version):
- article 18 places on the developer the access roads and parking, water and power distribution, foul drainage, open spaces and the connection of each lot to the networks;
- articles 22 and 23 require a notice of completion, then provisional acceptance within 45 days, before final acceptance one year later (article 27);
- article 33 prohibits sale, lease or partition deeds before provisional acceptance;
- Law 12-90 (article 57) adds that if the developer builds the houses himself, the occupancy permit cannot be issued before that acceptance.
Law 34-21, passed by Parliament on 30/06/2026 according to the Ministry of Territorial Planning's statement, amends Law 25-90 (completion deadlines, free transfer of roads and networks to the commune after provisional acceptance): check the version published in the Official Bulletin before setting a programme. The simulator does not price a subdivision: it is handled in a feasibility study, financial appraisal and utilities bill of quantities.
Developers: have the economic feasibility of your plot analysed: saleable areas, common parts, parking options, structure, utility connections, forecast cost per package and permit risks. Ask for an initial scoping review; detailed studies and costings are covered by a contractually defined assignment.
For a public-facing building (school, clinic, hotel, shop)
Schools, clinics, hotels, shops and warehouses: requirements vary. Fire safety, accessibility, sanitary facilities, ventilation, operational safety and permits depend on the precise use, the number of occupants, floor areas, number of storeys and the activity. Regulatory references must be checked for the project concerned. The CITURBAREA simulator offers an indicative estimate by type of building open to the public (school or nursery, clinic or medical practice, hotel or riad, shop, offices, warehouse or workshop), based on a standard brief and on price and ratio assumptions still to be confirmed: no ratio is a quotation for this kind of project.
This guide gives no amount for this package: the simulator's ERP estimate rests on a standard brief and on assumptions still to be confirmed. What changes:
- Accessibility: Decree 2-11-246 reserves at least one space in twenty for disabled people in the car parks of buildings open to the public (article 4) and requires practicable routes (articles 2 and 6).
- Emergency access: roads and approach areas according to the building's classification under the fire safety regulation (Decree 2-14-499), set with the inspection body.
- Surface water: large impermeable areas (yards, car parks), managed according to the utility's and the commune's requirements.
- Power: such a building may need a higher-capacity electrical connection, even a transformer station: the utility specifies and prices it.
Facility owners: ask for a brief scoping review before any costing: capacity, flows and operation, security and fire safety, maintenance, technical needs, permits and overall operating cost. A specific consultation will determine which studies to commission. For a first order of magnitude, run the simulator's ERP costing, then book a brief scoping appointment.
Which regulations and standards apply to site utilities?
- Service regulations of the utilities for water, sewerage and power: they set connection conditions (façade chambers, meters) and differ from city to city; obtain them at preliminary design. No national scale of connection fees was found.
- Law 25-90 (articles 18, 22 to 27 and 33 cited above) and Law 12-90 (article 57) for subdivisions; see our guide to land subdivision.
- Law 36-15 on water: its article 28 subjects the digging of wells and boreholes to authorisation; discharge of wastewater is among the uses of the public water domain it regulates.
- Law 10-03 and Decree 2-11-246 on accessibility (articles 2, 4 and 6 cited above).
- Law 30-93: the as-built topographic survey of networks before trenches are backfilled is work for a registered surveyor.
- Standards: NM EN 1401-1 (PVC pipes for buried sewerage, 2021 edition) and several parts of NM EN 12201 (PE water pipes) are in the list of mandatory standards updated on 09/03/2026; NM EN 1917 (concrete manholes), NM EN 1338 (concrete paving blocks) and NM EN 12566-1 (septic tanks) are approved, non-mandatory standards.
For on-site wastewater treatment (septic tank where there is no public sewer), our catalogue found no specific national regulation: in practice, local requirements, the NM EN 12566 standard and NF DTU 64.1 (a voluntary French reference) serve as the basis. The simulator does not price this item.
How are site utilities built, step by step?
- Utility requirements obtained and connection plan approved.
- Services under the slab laid and tested before the slab is poured.
- External trenches: depth, bedding and warning mesh as per the CPS and the utility.
- Pipes laid to a regular fall, manholes at changes of direction.
- Flow and watertightness tests, topographic survey, then compacted backfill.
- Boundary wall on its footing, gate, then paths and external areas.
What does the architect check before trenches are backfilled?
The CITURBAREA checklist "site utilities and connections" (phase reference, October 2026) has five hold points:
- utility requirements obtained and connection plan approved;
- trenches compliant: depth, bedding, warning mesh;
- pipe falls and invert levels as per the long section;
- watertightness tests or pipe inspection, where the utility or the CPS requires them;
- trench backfill compacted to the level set by the specification.
Add watertight manholes, covers suited to vehicle traffic and an as-built survey of the networks.
What are the common mistakes?
- Leaving site utilities out of the budget: on a villa, boundary wall included, that is more than 100,000 DH excl. VAT in our example.
- Insufficient or reverse fall: the pipe blocks.
- Surface water connected to foul drainage without the utility's agreement.
- Trenches backfilled without tests or survey: a leak can never be found.
- Boundary wall without a footing or joints: it leans or cracks.
- Wall height not checked: the zoning regulation may set it; read the zoning information certificate.

Frequently asked questions
What does drainage cost for a house in Morocco?
For a 150 m² terraced house in Kénitra, the CITURBAREA simulator (run on 23/10/2026) prices the plot's drainage network at about 11,000 DH excl. VAT: about 19 m of Ø200 PVC pipe and 3 manholes. The utility's connection fees are extra, on quotation.
What does a boundary wall cost per linear metre in Morocco?
About 1,220 DH excl. VAT per metre for a 2.20 m masonry wall on a strip footing, rendered both sides, according to the CITURBAREA simulator (Kénitra, 23/10/2026). For 65 m of wall, that is about 79,000 DH excl. VAT.
Are these prices excluding or including VAT?
Simulator prices exclude VAT; with a contractor, add 20%. Supply prices in the materials library (pavers, gates) do not state VAT: they are not directly comparable with an installed price excl. VAT.
Which city and date do these prices apply to?
Kénitra (factor 0.93), run on 23/10/2026; supply benchmarks recorded in June 2026. The simulator applies another factor by city, for example 1.06 for Casablanca.
What does a house gate cost in Morocco?
The CITURBAREA simulator counts about 16,000 DH excl. VAT for an installed metal gate and side gate, an assumption as no published price was found. The materials library recorded, in June 2026, 3,500 to 6,500 DH for an aluminium swing gate and 8,500 to 18,000 DH for a 3 m wrought-iron gate, supply only, VAT not confirmed.
Do you need a septic tank where there is no public sewer?
Yes, on-site treatment is then needed. Our catalogue found no specific national regulation: local requirements and the NM EN 12566 standard are the reference. The simulator does not price this item.
Tradesman's quote or contractor's quote: how do you compare?
Check that the quote states lengths, pipe diameter and type, the number of manholes, tests and backfill. A lump-sum price without these items cannot be compared with a price per linear metre.
Who is responsible for what in site utilities?
The utility sets the conditions and makes or charges the connections; the contractor lays and tests the plot networks; the surveyor carries out the as-built survey; the architect inspects before trenches are backfilled; in a subdivision, the developer builds the infrastructure up to provisional acceptance.
