Construction site set-up in Morocco: what it costs and what the law requires
By Yassine AT-TARASSI, architect · Updated on · Reference texts (6)
Hoarding, site board, temporary water and power, welfare cabin, storage: site set-up is the first line of the quote and the architect's first inspection. Here is what the CITURBAREA simulator allows for a house, a development block and a public-facing building, and what the law requires before the first dig.
In short: for a 150 m² two-storey (R+1) house in Kénitra, the CITURBAREA simulator (version 2026-10, run on 23/10/2026) allows about 17,000 DH excl. VAT for site set-up, i.e. 2% of the works value. This rate is a costing assumption of the engine (range 1.5 to 4%), to be confirmed against the actual duration and resources of the site; for a 1,200 m² R+4 block it gives about 125,000 DH excl. VAT, excluding crane or hoist, CAR and decennial insurance and the neighbouring-property survey. Law 12-90 (articles 54-1 and 54-2, added by Law 66-12) requires hoarding, a site board, notices of site opening and closing, and a site log.

Disclaimer: published costs are indicative outputs of the CITURBAREA estimator (October 2026 version), not binding quotations, technical designs or compliance certificates. Apartment buildings and public-use facilities require project-specific drawings, specialist studies, applicable regulations and contractor quotations.
What the price includes, and what it excludes
Site set-up covers everything needed to work safely and lawfully without being part of the finished building. In the CITURBAREA simulator it is package 00, before earthworks.
What the allowance usually covers:
- continuous hoarding around the site, with an access closed to the public;
- the site board at the entrance;
- temporary water and power connections, carried out by a qualified professional;
- the welfare area: cabin, toilets and drinking water for the workers;
- storage areas: cement kept dry, steel off the ground, aggregates separated;
- demobilisation: dismantling, cleaning and waste removal.
What it does not include: connection fees charged by the water and power utility; the public-highway occupation fee, counted separately with the permit taxes; insurance premiums (contractor's all risks, ten-year liability); the condition survey of neighbouring buildings; the crane or material hoist of a block, which the engine does not detail. Ask for each of these points to be stated in the quote.
What does site set-up cost in Morocco in 2026?
The engine does not price each item: it applies a percentage of the works value (2% by default). The amount therefore follows the size and type of project.
| Case (Kénitra, simulator's "Standing" range) | Site set-up excl. VAT | Range excl. VAT |
|---|---|---|
| 150 m² R+1 terraced house, general contractor | 17,000 DH | 13,000 to 26,000 DH |
| Same house, labour-only builder (you buy the materials) | 13,000 DH | 10,000 to 20,000 DH |
| Detached 150 m² R+1 villa on a 300 m² plot | 20,000 DH | 15,000 to 30,000 DH |
| R+1 house with a 75 m² basement, 3 m deep | 24,000 DH | 18,000 to 36,000 DH |
| 1,200 m² R+4 block (11 flats), contractor | 125,000 DH, excl. crane, insurance and surveys | 94,000 to 188,000 DH |
Method note: CITURBAREA simulator, version 2026-10, run on 23/10/2026, Kénitra regional factor (0.93), prices excl. VAT rounded to 1,000 DH, simulator's "Standing" range (it includes air conditioning and solar water heating by default, hence a higher works base than at mid-range finish). Amount = 2% of works (engine assumption); the range runs from 0.75 to 1.5 times that amount. With a contractor, add 20% VAT. With a labour-only builder, the VAT treatment depends on each provider's tax status: the quote must state it.
Rounding: amounts excluding and including VAT and quantities are each shown after rounding, so the product of the visible values may differ from the total by a few dirhams. Contract calculations must start from unrounded quantities and unit prices.
Key figure: in October 2026, in Kénitra, the CITURBAREA simulator allows about 17,000 DH excl. VAT, i.e. about 21,000 DH incl. VAT with a contractor, for the site set-up of a 150 m² R+1 house; this is a 2%-of-works assumption, not a market price.
What moves the real amount: site duration (cabin hire, security), access (narrow street, no parking), party walls (protecting neighbours), height (scaffolding, lifting) and waste removal. To see this item in your full budget, estimate your project package by package.

What does Moroccan law say about organising the site?
Texts read on the adala legal portal on 23/10/2026:
- Law 12-90, article 54-1 (inserted by article 2 of Law 66-12, dahir 1-16-124 of 25/08/2016, BO 6501): the building permit obliges its holder, before opening, to file at the commune, against a dated receipt, a notice of site opening signed by the architect (for projects where an architect is mandatory), to erect hoarding around the site and a board at the entrance showing the permit number and date, the number of storeys, the covered area, the owner's name and the name of the architect supervising the works; during the works, to keep on site the approved drawings stamped "not modifiable" and the engineer's technical documents; at the end, to file a notice of site closing in which the architect certifies that the works conform to the approved drawings.
- Law 12-90, article 54-2: the architect directing the works keeps on site, throughout the works, a site log on a model set by the administration (project details, contractors, opening, instructions, reports, visits, closing). Article 76 punishes failure to keep it with a fine of 5,000 to 10,000 DH.
- Decree 2-19-409 of 08/10/2019: procedures for inspecting and recording the offences set out in Law 66-12. See our guide to planning violations and penalties.
- Construction insurance: according to the ACAPS notice of 17/01/2025, contractor's all-risks insurance (TRC, taken out by the client) and ten-year civil liability (RCD, taken out by the architect, engineers and contractors) have been mandatory since 30/12/2024 for buildings in industrial, commercial, hotel, sports or accommodation use, and for residential buildings of more than three storeys or more than 800 m². The occupancy permit or certificate of conformity then requires a valid RCD certificate. Order 3201-24 of 20/12/2024 sets the limits, deductibles and exclusions. A 150 m² R+1 house is not in the categories listed by ACAPS; check your case with your insurer.
- Law 65-99 (Labour Code): health and safety provisions apply to the employer of the site workers.
- Law 30-93 (articles 1 and 3): it reserves topographic surveys and land boundary work to registered surveyors (ingénieurs géomètres-topographes) and also allows them to set out buildings. CITURBAREA entrusts the setting-out to them.
- Lifting equipment: NM 02.6.037 (site material hoists) and NM 02.6.004 (cranes) are approved Moroccan standards; they do not appear in the list of mandatory standards updated on 09/03/2026. The specification (CPS) can make them contractual.
For a development block
R+4 apartment building: a feasibility estimate, not a bill of quantities. The amounts shown come from a simulation scenario (1,200 m², 11 flats, Kénitra, parameters of 23/10/2026). Before any investment decision, the client needs a fixed brief, a preliminary take-off per trade, soil and structural studies, utility connection conditions and the requirements of the competent services, a contingency allowance and comparable quotations. Items already included in one package must not be added a second time.
For a 1,200 m² R+4 block (11 flats, terraced, Kénitra), the same 2% assumption gives about 125,000 DH excl. VAT, excluding crane or hoist, CAR and decennial insurance premiums and the neighbouring-property survey (94,000 to 188,000 DH), i.e. about 105 DH per m² of floor area. What changes compared with a house:
- Insurance: a building of more than three storeys or more than 800 m² falls within the TRC and RCD obligation cited by ACAPS. The premium is not included in the simulator: ask the insurer for it at the feasibility stage.
- Lifting: crane or material hoist, with its position, temporary base and inspection, to be priced by the contractor.
- Duration: a site lasting several dozen months adds to welfare, security and highway-occupation costs.
- Separate packages: when several contractors follow one another, the CPS must say who provides and maintains the shared set-up and how shared costs are split.
- Small subdivision: the set-up also serves the developer's roads and utilities works (Law 25-90); it is priced separately from the building programme.
For a developer, this item is set from the feasibility study, financial appraisal and bill of quantities, together with insurance and the real site duration.
Developers: have the economic feasibility of your plot analysed: saleable areas, common parts, parking options, structure, utility connections, forecast cost per package and permit risks. Ask for an initial scoping review; detailed studies and costings are covered by a contractually defined assignment.
For a public-facing building (school, clinic, hotel, shop)
Schools, clinics, hotels, shops and warehouses: requirements vary. Fire safety, accessibility, sanitary facilities, ventilation, operational safety and permits depend on the precise use, the number of occupants, floor areas, number of storeys and the activity. Regulatory references must be checked for the project concerned. The CITURBAREA simulator offers an indicative estimate by type of building open to the public (school or nursery, clinic or medical practice, hotel or riad, shop, offices, warehouse or workshop), based on a standard brief and on price and ratio assumptions still to be confirmed: no ratio is a quotation for this kind of project.
This guide gives no amount for this package: the simulator's ERP estimate rests on a standard brief and on assumptions still to be confirmed. What changes:
- Works on an occupied site (clinic extension, school works during term): separate public and site routes, phasing, dust, noise, and keeping the emergency exits of the part in use, under the fire safety regulation (Decree 2-14-499).
- Insurance: commercial, hotel, sports, accommodation and industrial uses are cited by ACAPS. For a school, nursery or clinic, check with your insurer.
- Consultants: engineering consultancy, inspection body and often coordination of several specialist packages (medical gases, commercial kitchen, refrigeration).
- Deadlines: the building opens on a fixed date (school year, tourist season); set-up and phasing follow that calendar.
Facility owners: ask for a brief scoping review before any costing: capacity, flows and operation, security and fire safety, maintenance, technical needs, permits and overall operating cost. A specific consultation will determine which studies to commission. For a first order of magnitude, run the simulator's ERP costing, then book a brief scoping appointment.
How is the site set up, step by step?
- Condition survey of neighbours for party walls or a basement: dated photos of existing cracks.
- Notice of site opening filed at the commune against a receipt (article 54-1).
- Hoarding and access: continuous fence, lockable gate.
- Site board at the entrance, with the particulars required by article 54-1.
- Temporary connections carried out by qualified professionals.
- Welfare and storage set out away from the excavation footprint.
- Site log opened, approved drawings and technical documents available on site.
- Setting-out by a registered surveyor, then checked by the architect before digging.
What does the architect check before authorising works?
The CITURBAREA site set-up checklist (phase reference, October 2026) has two hold points: nothing starts until they are cleared.
- Board in place and legible, parties named by name or company name, with no personal contact details (hold point).
- Site log opened on the opening date (hold point).
- Continuous hoarding, no public access to the works area.
- Latest revision of construction drawings displayed.
- Temporary connections made and checked by a qualified professional.
- Proper storage and workers' protective equipment available.
Each visit ends with a signed report in the project space, with dated photos.
What are the common mistakes?
- Starting without an opening notice, board or site log: the first thing inspectors look at.
- Skipping the neighbours' condition survey: if a crack appears, there is no proof of what was there before.
- Storing cement on the ground in the rain, or steel in the mud.
- A quote with no set-up line: the item comes back later as an extra. Ask for a priced line, as in our quote example.
- Assuming insurance is always mandatory, or never: it depends on use, number of storeys and floor area.
How do you prepare the opening of your site?
The simulator adds this item automatically to the structural works (details in our guide to structural work costs). To compare hoarding, containers and equipment, the materials library (free account) gives supplier benchmarks. To organise the opening, the choice of contractor, insurance and inspections, book a video meeting with the architect.

Frequently asked questions
What does site set-up cost for a house in Morocco?
For a 150 m² R+1 house in Kénitra, the CITURBAREA simulator (run on 23/10/2026) allows about 17,000 DH excl. VAT, i.e. about 21,000 DH incl. VAT with a contractor. It is a 2%-of-works assumption, to be confirmed against the site's duration and resources.
Are these prices excluding or including VAT?
All simulator amounts exclude VAT. With a contractor, add 20% VAT. With a labour-only builder or tradespeople, the VAT treatment depends on each one's tax status: the quote must state it.
Which city and date do these prices apply to?
They are calculated for Kénitra (factor 0.93) on 23/10/2026, with materials recorded from January to October 2026. The simulator applies other factors by city, for example 1.06 for Casablanca.
Is a site board mandatory in Morocco?
Yes. Article 54-1 of Law 12-90, added by Law 66-12, requires hoarding and a board at the entrance showing the permit number and date, the number of storeys, the covered area, the owner's name and the name of the architect supervising the works.
What is the site log?
It is the register kept on site by the architect directing the works for the whole duration (article 54-2 of Law 12-90), on a model set by the administration. Failure to keep it is fined 5,000 to 10,000 DH (article 76).
Is contractor's all-risks insurance mandatory for a house?
According to ACAPS (notice of 17/01/2025), TRC and RCD are mandatory for industrial, commercial, hotel, sports or accommodation use and for residential buildings of more than three storeys or more than 800 m². A 150 m² R+1 house is not in these categories; check your case with your insurer.
Tradesman's quote or contractor's quote: what is the difference for this item?
A general contractor normally prices a set-up line and takes responsibility for it. With a labour-only builder, the item is often missing: water, power, hoarding and storage then remain your responsibility. Have it written down before signing.
Who is responsible for what when the site opens?
The client files the opening and closing notices and takes out TRC insurance when it is mandatory; the architect signs them and keeps the site log; the contractor sets up the site and is responsible for its workers' safety; the surveyor sets out the building.
